Workforce Development
The Delaware County Department of Economic Development stands ready to assist you in the creation and retention of a quality workforce.  We recognize that recruiting qualified employees and maintaining the skill level of current employees is a critical component of the success of businesses. Delaware County is committed to providing an efficient and effective means of helping businesses to find a well qualified workforce and providing individuals with the skills and training necessary to meet the needs of our local businesses.

The Delaware County Department of Economic Development offers a variety of programs that can be tailored to meet your workforce development needs.  We recognize that every case is individual; personalized attention is given to the needs of your business. In addition to the main Economic Development office, we have CDO Workforce Career Centers located in Delhi and Sidney, NY, which can be contacted directly for assistance.

We offer a variety of services and incentive to support you in building a strong team:

Recruitment

  1. Matching of candidates to job requirements
  2. Assistance with recruitment and job posting using our large network including job fairs to attract local candidates
  3. Support through our electronic system to locate and attract new employees 
Customized Training
  1. Liaison to training organizations to achieve training goals
  2. Support designing a training plan to meet your workforce development needs
  3. Streamline process of training registration and training funding program application
  4. Grants available for small and medium sized businesses to train employed workers in specific skills needed by business or industry that will lead to career growth and increased wages  
Training, Skills Upgrade and Workforce Development
  1. Assessment of workforce skill needs and development of a comprehensive “skills upgrading“program for potential and existing employees
  2. Research available funding for the implementation of such a program
  3. Support with funding application and coordination of services through training providers 
  4. Matching grants may be available to help you meet your training needs
Workforce Development Incentives
To support the development and retention of your workforce, we offer the following:
  1. On-The-Job-Training (OJT) - The employer hires the candidate, but receives up to 50% reimbursement of employee training wages and support from counseling staff for a period of one to six months 
  2. Tax Credit - Facilitate screening and pre-verification of potential applicants under a variety of Federal and State employment tax credit programs

Out-of-School Program

The Out-of-School program is offered to disadvantaged youth, ages 16-21, who are no longer attending school.  The program is designed to address educational needs, work readiness and occupational skills that prepare the youth for work experience and job placement.  These goals are addressed and met through educational assessment and training, career exploration and case management that lead to actual participation in work experience.  This approach allows the participants to not only receive needed educational upgrades and training in employability skills, but also begin to immediately apply those skills in the workplace.

  • Job Placement/Job Shadowing
  • Work Experience

Dislocation and Lay-off Services

Support and assistance is provided to employees of a company affected by a lay-off or business closure.  Assistance is designed to aid affected individuals in obtaining new employment.
